It's Casper Henrich Niemeyer's birth entry. He was born July 17, 1789 and baptized two days later.
Honestly, there are handwritings I enjoy reading. This is definetely not one of them...
I have a hard time reading the writing on my grandmothers birth certificate. It is written in Sutterlin script. She was born in 1900 and had saved the original document.
